A Multi-Period Vehicle Routing Problem for Emergency Perishable Materials under Uncertain Demand Based on an Improved Whale Optimization Algorithm

The distribution of emergency perishable materials after a disaster, such as an earthquake, is essential part resource dispatching. However, the traditional single-period model can hardly solve this problem because incomplete demand information for in affected sites. Therefore, problems we firstly construct multi-period vehicle path optimization with dual objectives minimizing cost penalty delay and total corruption during delivery, amount that not met, by applying interval boundary most likely value weighting method to make uncertain clear. Then, formulate differential evolutionary whale algorithm (DE-WOA) combing constructed model, which up-and-coming solving type problem. Finally, validate feasibility practicality proposed novel algorithm, comparison between standard performed on numerical instance. result indicates converges faster overall effect improved 23%, further verifies has better performance.
